Electronic Building Identity Card
ELECTRONIC BUILDING IDENTITY CARD
FOR INDEPENDENT & DIVIDED PROPERTY
The purpose of the Electronic Building Identity and the Electronic Identity of Independent Divided Property is to record the current status of the building or the divided property, respectively, and their permits, as well as to monitor and control their changes during their lifetime. (Law 4495/2017, chapter 2o, as amended by par. 1, article 51 of Law 4643/2019)
The electronic identity card is the file containing the data of the building or divided property (building permit, plans accompanying the building permit, energy efficiency certificate, declarations of affiliation to arbitrary laws, etc.). The electronic identity card shall make a specific reference to the EID number of the divided property. A copy of the ID card should be kept within the divided property at the owner’s responsibility.
The building/self-contained divided property ID card should be submitted at the time of transfer of the building or self-contained divided property and should be attached to the transfer and ownership contract.
SUPPORTING DOCUMENTS FOR ISSUING THE ELECTRONIC IDENTITY
1. The copy of the construction permit of the building with its revisions
2. The drawings accompanying the building permit, as well as the accessibility study for disabled and handicapped persons, if required. If the building permit and the accompanying documents cannot be found in the archives of the relevant department, a certificate of loss from the competent Building Department shall be submitted instead.
3. The energy performance certificate of the building or sections of it
4. The construction inspection certificate, if issued
5. Declarations of inclusion in laws suspending the imposition of penalties on unauthorised buildings and the corresponding plans showing the building in its actual condition
6. The structural vulnerability report and the structural adequacy study, if required
7. The millimetre table and the cost allocation study of the building, if available
8. The title deed
9. Copy of the land registry sheet
1. The copy of the construction permit of the building in which the divided property is located, with its revisions
2. The plans accompanying the building permit, including the accessibility study for disabled and handicapped persons, if required. If the building permit and the accompanying data cannot be found in the records of the relevant department, a certificate of loss from the competent Building Department shall be submitted instead.
3. The energy efficiency certificate of the divided property
4. The construction inspection certificate, if issued
5. Declarations of compliance with laws suspending the imposition of penalties on unauthorized buildings and the corresponding plans showing the divided property in its actual condition, except for common areas
6. The structural vulnerability report and the structural adequacy study, if required
7. The millimetre table and the cost allocation study of the building, if available
8. The title deed
9. The constitution of horizontal/vertical properties along with the accompanying plans
10. Copy of the land register sheet
ISSUING PROCEDURE
After the above documents have been collected, an authorized engineer, after conducting an autopsy on the property and if they find that there are no urban planning violations that require regulation, issues the Certificate of Completeness of the Electronic Building Identity or the Certificate of Completeness of the Electronic Identity of Independent Divided Property. This Certificate shall bear a unique number and shall indicate the EID (KAEK) of the building or independent divided property.
When some work is carried out on the building or the independent divided property that requires a construction or a small-scale works permit that change urban planning and building dimensions, then the identity of the building or the independent divided property should be updated. If self-contained split property ID cards have been issued, these shall be incorporated into the electronic building ID card. If the electronic building ID has been previously issued then no electronic ID of the independent divided properties shall be issued. The Building Identity Card for new buildings is issued with the construction permit.
The certificate of completeness of the Electronic Identity of a Building / Permanent Disposable Property replaces the engineer’s certificate provided for lifetime legal transactions, including donations on death. After the effective date of the Law, those arbitrary constructions/changes of use that are subject to Law 4495/2017 will also have to proceed to the identification of an independent divided property or building.
