Public Electricity Company (DEI) Certificates / Electrical Engineer’s Declaration of Responsibility (ΥΔΕ / E.E.D.R)
According to the existing legislation (Law 4483/65), it is mandatory to check and re-check the internal electrical installations of buildings by licensed Electrician Installers, who issue a relevant Declaration of Responsibility submitted to DEI SA.

The issuing of the Electrical Engineer’s Declaration of Responsibility (ΥΔΕ) includes:
- A visitation on site
- Technical report of observations on the compliance of the installation with legislation
- Issuing of the Certificate (ΥΔΕ)
The issuance of an Electrical Certificate (ΥΔΕ) is mandatory in the following cases:
- For the Power Supply of a Worksite
- For each new Electrical Installation after its completion and before it is put into operation, in order to verify that the requirements of the ELOT HD 384 Standard and the applicable Legislation have been complied with.
- After completion of the relevant works and before the extension or modified part of an existing installation is put into operation ( Modification of an existing Installation )
- At periodic intervals specified by legislation, in order to verify that the level of safety provided by the installation has not been reduced due to deterioration or damage. (Re-inspection of the installation)
The re-inspection of an electrical installation should be carried out at regular intervals depending on the installation, as follows:
a. Every 10 years for dwellings and similar premises (as a minimum)
b. Every 5 years at least for enclosed business premises that do not have flammable materials (shops, offices, craft shops, etc.),
c. Every 2 years for enclosed business premises with combustible materials (shops, offices, crafts, etc.)
d. At least every year for places of entertainment and public assembly (cafeterias, restaurants, theatres, etc.)
e. At least every year for commercial premises in the open air (marinas, swimming pools, camping sites, etc.) and in the event of a power cut, before reconnection
f. In case of a change of name on the DEI account and if the DEI certificates have expired.
ζ. When the customer requests reconnection and the DEI certificate has expired.
η. When the customer requests an increase in the power supply.
Initially, the electrical installation is checked with special measuring and control instruments. Then the necessary documents are drawn up. If faults or malfunctions are found, they must first be corrected and a new inspection must be carried out to issue the Electrical Certificate.
The new affidavit (Electrician’s Certificate) consists of:
- Electrical Installation Contractor’s Declaration of Responsibility.
- Electrical Installation Delivery Report
- Electrical Installation Inspection Protocol in accordance with ELOT HD 384 or KIEE (if it is an old installation before March 2006).
- Single line drawing of the electrical panel of the installation
- Plan showing the routing of the electrical lines of the installation and the location of switches, luminaires, sockets, safety luminaires, motors, panels, etc.
